Entry price is only half the story: most PA Medigap carriers use attained-age rating, so the premium climbs as you age on top of general rate increases. Unlike New Jersey — which bars tobacco rate differentials during the Medigap Open Enrollment Period — nearly all PA carriers also file separate tobacco rates, so the carrier ranking shifts for tobacco users. Massachusetts, Minnesota, and Wisconsin standardize Medigap differently and are not included.
