Blue Cross MN Medicare Advantage Plan Ending in 2027?

CMS lists 8 Blue Cross and Blue Shield of Minnesota Medicare Advantage plan IDs as not offered anywhere in 2027. The widest 3 each covered 51 counties. If your plan is on the list and your letter says it ends December 31, 2026, Minnesota law lets you buy a Medicare Supplement with no health questions until March 4, 2027. A letter that moves you into another Blue Cross plan is not the same thing; read me yours if you are unsure.
That right covers the Basic plan with the Part A deductible and excess charge riders: $355.94 a month in the plans we quote, with no surcharge. If you are 65 to 70 and have never had Medigap, the new state window opens every Minnesota plan to you instead, at 15% more. Joined this plan when your Part B started, less than 12 months ago? Then every plan is already open to you with no surcharge (subd. 1u(b)(6)). Dropped a Medigap policy to try Advantage for the first time? You can take it back if its insurer still sells it (subd. 1u(b)(5)).

Blue Cross Medicare Advantage Freedom Blue (PPO) (H5959-018) continues in 2027 but leaves 31 counties: Beltrami, Blue Earth, Brown, Chippewa, Cottonwood, Crow Wing, Dodge, Fillmore, Freeborn, Jackson, Lac qui Parle, Lake of the Woods, Lincoln, Lyon, Mahnomen, Martin, Mower, Murray, Nobles, Norman, Olmsted, Pennington, Polk, Pope, Red Lake, Redwood, Steele, Wabasha, Wadena, Waseca, Watonwan. Minn. Stat. 62A.31 subd. 1u(b)(2), 1u(c) and 1u(e)(1) for the Advantage-loss right; subd. 1h(a)(2) and 1r(c) for the window. Prices: one insurer, coverage starting January 1, 2027, non-tobacco, same at any age, not the market low.
The Window Can Be $47.67 Cheaper
A surcharge sounds like the worse deal, but the Copay plan through the window, $308.27 with the 15%, comes in under Basic with riders through the Advantage-loss right at $355.94. That is $572 a year. The cost is copays at the office and the ER.
For Extended Basic, which pays 80% of costs Medicare skips with a $1,000 yearly cap on your share and adds a preventive benefit, the window is the usual way in without health questions: $420.83. The 12-month rule above opens it with no surcharge. Extended Basic in detail. If you are 71 or older, the Advantage-loss right is usually your route: Basic and its riders, unless the 12-month rule applies to you.
Apply before December 31 and nothing lapses.
The right lasts until March 4, 2027, but a Medicare Supplement that starts in February leaves January uncovered. Have your plan letter in hand when you call.

Anyone eligible for Medicare before January 1, 2020 can add the Part B deductible rider to Basic, $23.57 a month in the plans we quote, which makes $379.51. That covers the $283 Part B deductible (2026). Anyone who turned 65, or got Medicare through disability, before 2020 qualifies; nobody eligible since 2020 can buy it.
What to Do This Fall
- Find the plan ID on your card or letter and check it against the table.
- Keep the termination letter. Minnesota requires proof of the date your plan ends with the Medigap application.
- Decide: another Advantage plan, or Original Medicare with a Medicare Supplement and a Part D plan.
- For Medigap, apply between October 15 and December 7 so it starts January 1 with your Part D plan.
