Household Discounts in NC

Tobacco Surcharges in NC — No Open-Enrollment Protection
This is where North Carolina differs sharply from New Jersey. NJ bars carriers from charging tobacco users more during the six-month Medigap Open Enrollment Period. North Carolina has no equivalent protection, and 38 NC carriers file separate tobacco rates for Plan G. The surcharge averages 31.6% and ranges from 10% to 221%. Entry price is only half the story.
