WPS Health Solutions Medigap Review: What It Costs and Where It Ranks

By Anthony Orner, Licensed Medicare Insurance Broker · Data as of September 14, 2026

WPS Health Solutions (Wisconsin Physicians Service Insurance Corp, NAIC 53139) is Wisconsin's best-selling Medicare Supplement company, and it also files Plan G and Plan N in the 15 other states below. As of September 14, 2026 CSG data, its best price position anywhere on this page is Virginia, 6 of 21 filed carriers — it does not crack the top 5 in a single one.

Almost nothing independent has been written about WPS's Medigap pricing outside its home state. This review is built from filed premiums, price rank against every competing carrier, and rate-increase history — from the licensed broker who can actually place the policy.

Two Jobs, One Company: WPS the Insurer and WPS the Claims Processor

WPS Health Solutions is a holding name over several lines of business, and the Medigap policy on this page is only one of them. The same corporate parent has run two federal Medicare Administrative Contractor jurisdictions since the 2000s: processing Original Medicare Part A and Part B claims for Iowa, Kansas, Missouri and Nebraska since 2007, and for Indiana and Michigan since 2012.

Live in Kansas, Indiana or Michigan? A letter or EOB from WPS about a Medicare claim is the federal claims-processing side of the business, not an offer for the Medigap policy reviewed here. The two jobs share a name and a parent company, nothing else — your doctor's office deals with the claims processor; you would deal with the insurer only if you bought its Plan G or Plan N.

Source: CSG Actuarial licensed API as of September 14, 2026. Female 65, non-tobacco, individual rate as filed, quoted through one sample ZIP per rating area in each state's flagship county; rates in other ZIPs may differ. WPS also files in Oklahoma, Nebraska and Iowa, left out because we don't place business there.

Every state's Plan G pays the same federally standardized benefits, so the only real differences are price, rate basis and filing history. WPS is never the cheapest filing in any of the 15 states it offers here, and it does not lead a single board. Its best showing, Virginia, still sits well into the second half of a 21-carrier board.

Why the Same WPS Quote Behaves Differently From State to State

CSG's filed rate basis isn't uniform across WPS's footprint. In 12 of the 15 states on this page — Virginia, Colorado, Delaware, Texas, Tennessee, Ohio, Pennsylvania, Montana, West Virginia, Kansas, Indiana and Michigan — WPS prices Medigap on an attained-age basis: the premium rises every year or so you get older, on top of whatever percentage WPS files for the whole block. Arkansas is community rated instead, so every policyholder pays the same price regardless of the age they bought it at. Florida and Arizona price it issue-age: your premium is locked at the age you enrolled and only moves with a filed rate change, never with your birthday.

That distinction matters more than the headline premium. A 65-year-old in an attained-age state who keeps the policy to 80 pays two kinds of increases every year: WPS's filed percentage, plus the age-based step the rate basis itself builds in. The same filed percentage in a community-rated or issue-age state costs the policyholder only the filed amount.

Back-to-Back Double-Digit Filings Are the Norm, Not the Exception

Colorado, Texas, Tennessee, Ohio, Pennsylvania, Florida, Arizona and Indiana filed a Plan G increase of 10% or more in both 2025 and 2026 — 8 of the 15 states where we place WPS. The 2026 filings alone run from 5% to 16.5%. The steepest, 16.5%, landed in Florida.

The one exception is Virginia, where CSG's record shows no filed Plan G increase for WPS at all. A new-business rank only describes what a first-year buyer pays. If you already own a WPS policy and your renewal letter just arrived, call and compare it against what a new application would cost today — outside a guaranteed-issue right, switching carriers means new health questions.

WPS Plan N: Not the Better Deal Either

WPS's Plan N doesn't rescue its price position. Indiana prices WPS's Plan N as the single most expensive filing on the entire board there. Its strongest Plan N showing is Virginia, 10 of 21 — still outside the top third.

Plan N costs less than Plan G because you pay up to $20 at some office visits and up to $50 at the ER, plus any Part B excess charges the provider bills. On WPS specifically, that trade doesn't come with a market-leading price to offset it.
