Fulton County (ZIP 30213) is the flagship; the key-counties table covers 12 counties, Fulton County among them. Richmond County, Muscogee County, Houston County, Lowndes County are held out of that table. The file quoted those 4 through a ZIP outside the county; they return once the ZIP map is fixed.
  • Spread is the monthly dollar distance between two filed rates. Inside one county it is cheapest carrier to dearest carrier; across the state it is cheapest county to priciest county.
