Michigan Medigap Rate Index 2026: Plan G and Plan N by County

By Anthony Orner, Independent Licensed Medicare Insurance Broker · Michigan filed-rate data pulled September 10, 2026, CSG Actuarial · Wayne County (ZIP 48111)

A 65-year-old in Wayne County pays $113.48 to $373.11 a month for Plan G across 28 Michigan carriers (CSG Actuarial filings, pulled September 10, 2026). Members Health files the bottom of that list at $113.48, and nobody is near it. The second name, State Farm, files $149.18. That first step is $35.70 a month. Members Health holds the same floor in 14 of the 16 counties below.

Plan N in Wayne County runs $89.47 to $282.40 across 28 carriers. Over 20 years the Wayne County carrier spread alone is about $62,311. That is before a single rate increase. The first step down, $35.70 a month, is $8,568 of it. The tables below name every carrier, every county we quoted and every 2026 filing.

Carriers pay the broker; the price you pay is the same either way.

Same profile and ZIP. Plan N pays the same hospital and doctor bills as Plan G. Two things differ. Plan N charges up to $20 at some office visits. An emergency-room visit that does not end in admission runs up to $50. Plan N also leaves Part B excess charges uncovered.

The cheapest Wayne County Plan N at 65 is Members Health at $89.47. That is $24.01 under the cheapest Plan G. Both letters leave the Part B deductible, $283 in 2026, to the policyholder. It comes out of pocket first either way. Statewide the NAIC counted 382,269 people on Michigan Medigap plans as of December 2023. That is 159,198 on Plan G (42%), 51,429 on Plan N and 98,080 on Plan F. Those are statewide counts by plan letter, not per carrier or per county.

Plan F is closed to anyone who became eligible for Medicare on or after January 1, 2020. CSG still files Michigan Plan F rates from age 72 up. Nobody new to Medicare can buy one, so this page carries no Plan F table.

9 of the 28 carriers file more than one Wayne County rate class. AARP / UnitedHealthcare shows $175.51 on the table and $518.89 in its dearest class. The class printed on a quote matters as much as the carrier name. A carrier that sits fourth today can sit ninth after one filing. I read the filing history before I read the price. The 2026 filings are two tables down.

Plan G at 65 Across 16 Michigan Counties

Michigan carriers file by rating area, 44 of them across 83 counties. These are 16 counties we quoted, sorted by the cheapest Plan G at 65. The median is the middle carrier in that county. The highest is the dearest single quote returned there. Where a carrier's only quote in a county is its dearest rate class, that class is the highest.

3 price tiers show up in those 16 counties. Genesee, Ingham, Livingston, Macomb, Oakland, Saginaw, Washtenaw and Wayne: $113.48 (Members Health). Berrien, Jackson, Kalamazoo, Kent, Muskegon and Ottawa: $119.78 (Members Health). Grand Traverse and Marquette: $123.37 (SilverScript (Aetna)). Genesee and Marquette sit $9.89 apart on the cheapest quote. The name on that bottom row is the thing to watch. Those 2 came back with 27 carriers, not 28, and SilverScript (Aetna) at the bottom.

Across all 83 counties the cheapest Plan G at 65 is $113.48 in Arenac County (Members Health). The dearest county low is $126.08 in Oscoda County (Members Health). That is a $12.60 county-to-county spread on the bottom row alone. The largest rating area takes in 12 counties, Alger County among them. One county's table is not your quote. A quote is a ZIP, a birth date and the carrier list for that rating area.

One Michigan carrier files $35.70 a month under the next one.

“No” means the carrier is not in the Wayne County quote table. That is a closed block, a group product, or a company CSG does not quote for new business. HDG is the high-deductible Plan G. F_HIGH is high-deductible Plan F.

A row here is the carrier's filing on its whole Michigan block, not one person's renewal. The full nationwide list, state by state, is on the 2026 rate increases page.

How Michigan Carriers Price: 26 Attained Age, 1 Community Rated, 1 Issue Age

26 of the 28 Michigan Plan G carriers price on attained age. The premium steps up with each birthday. Whatever the carrier files on the block lands on top of that. Members Health shows the shape in Wayne County: $113.48 at 65, $128.39 at 70, $156.45 at 75, $182.51 at 80. That is $69.03 a month of age steps between 65 and 80. No block filing is in that number.

Everence Association is the one issue-age carrier in the table. An issue-age premium is set by the age at purchase. After that it moves only with block filings. Its Wayne County rate for someone buying at 65 is $229.98, effective April 2026. AARP / UnitedHealthcare files as community rated. Community rated means one premium regardless of age, moving only with block filings. Yet its Wayne County rows run $175.51 at 65, $192.97 at 70, $236.62 at 75, $280.27 at 80. The label and the age table disagree. On a call I pull that carrier's own rate sheet for the caller's age.

6 of the 28 carriers file a household discount. It runs 11.1% to 20% off when two people at one address hold policies. HealthSpring National Health (Cigna) files the largest at 20%. Members Health, State Farm, SilverScript (Aetna), McLaren Health Plan, Insurance Company of North America (Chubb), Plateau Insurance, Health Alliance Plan of Michigan, Priority Health, Omaha Supplemental (Mutual of Omaha), Aflac (Tier One Insurance), Blue Cross Blue Shield of Michigan, Aetna (Continental Life), USAA Life, WoodmenLife, Washington National, Bankers Fidelity Assurance, American Benefit Life, Everence Association, United American, WPS Health Solutions, Guarantee Trust Life and GPM Health and Life file none. The tables here are undiscounted individual rates. A couple should be quoted both ways.

Someone turning 65 can apply up to six months before Part B starts. That locks in the starting rate at the age-65 row. On an attained-age policy that row is $113.48 in Wayne County today. Members Health's 70 row is already $128.39.

Michigan Against the Other 20 States in This Dataset

Lowest and highest are one state's flagship county at 65. The median column is that state's median across every county quote. Michigan is the green row, cheapest filed Plan G first. Among the 21 states in this dataset, Michigan's $113.48 entry ranks 2. 1 states start lower, from Virginia at $109.75. Connecticut starts highest at $295.75. On the statewide median Michigan ranks 12 of 21 at $179.24.

Methodology

  • Source: CSG Actuarial rate filings, pulled September 10, 2026. Filed rates, not marketing quotes.
  • Profile: a female non-tobacco applicant, individual rate, no household discount. Men, tobacco users and couples are quoted on their own.
  • Counties: each of the 83 Michigan counties was quoted once. The ZIP with the largest land overlap carries the quote. Wayne County uses ZIP 48111.
  • Spread: the monthly dollars between the lowest and highest filed rate. One plan letter, one age, one county.
  • Carrier counts: carriers that returned a filed quote for this profile. The count was 28 in Wayne County on the pull date. It moves as blocks open and close.
  • Rating areas: Michigan carriers file 44 of them. Wayne County's table is a map of the market, not a quote for another county.
  • 2026 filings: CSG Actuarial licensed API (rate_increases on each quote), effective January 2026 to August 2026. A row is the carrier's filing on its Michigan block, not one person's renewal.
  • Enrollment: NAIC Medicare Supplement Experience Exhibit via AHIP May 2025 report, covered lives statewide by plan letter, as of December 2023.
  • Plan F: sold only to people eligible for Medicare before January 1, 2020. Quoted from age 72 up, so no Plan F table here.
